Are there any job training programs that don't require you to attend college or be a student?

Hello. I"m 20 years old and I was wondering if there are any job training programs that don't require you to go to a college or be student. I currently live in california in my deceased father's house with my bf who is partly employed. The only job experience that I have is doing things for my family. It is fairly obvious that no one takes me seriously enough to give me a job. I graduated from high school two years ago. The specific city that I live in is Los Banos. There is a worknet here, could I go there and take a few cles for free? I'm also currently on food stamps and medi-cal. I really want to stop being on those and make a living for myself. A lot of people say that college is good but its not really doing anything for anyone as far as ive heard. Most people going to college or that have graduated from college either don't get hired or they don't get hired for something they were trained for. So please, don't criticize me and let me know if there are any programs I can participate in without having to pay tons of fees and what not. Thank you.
