The best dog food for puppies?

i was wondering whats the healthiest dog food for my german shepherd pup. my husband swears bil jax is the best but i was reading the label and the second ingredient is chicken by product... im not sure but i thought that wasnt so good... i no its not as bad as corn meal ... is there something better to feed him? does it have to be exspensive to be good for a dog?
