My neighbor keeps complaining?

She lives downstairs, and there are 4 appts. up stairs. She keeps locking the door downstairs and putting up notes telling people to walk ALL the way to the back of the complex to use the back door.She says the stairs makes to much noise when people walk on them, but its the only convenient way to get downstairs to check our mail. Its really pissin me off. What should i do??
