Well, the Spanish and the Dutch were fighting in the 1580s. By that time, Spain owned both the Netherlands and Portugal, so I'm a bit suspicious of A. While England had had a Parliament since 1290, it really did not have a full-fledged parliamentary democracy until 1688, so I'm a bit suspicious of B.
