What was Pimp C singin about in Big Pimpin?

I listened to (and read the lyrics finally) "Big Pimpin" and the line really is "Big Pimpin down in P.A.T." on his and Buns verse. Is this homage to his hometown of Port Arthur Texas? I remember hearing that rumor when the song was on the radio but dismissed it (Didn't know who Pimp C was then) but now wonder if it's true. That's my hometown, too.
